You can drive a car in the United Arab Emirates only if you have an IDL (International Driving Permit)
Driving in the UAE requires an IDP (International Driving Permit), which is valid with a national driving license (ordinary driving licence).
In Dubai, compliance with all formalities is taken seriously, driving without an IDP is prohibited.
It is possible to rent a car in the UAE without an IDP: the rental price will be many times more expensive, the deposit will be high, and the insurance will be unprofitable. If the police stop on the road, they will issue a fine of 5,000 AED (~$1,500).
I recommend ordering an IDL before traveling to Dubai. An international certificate can be ordered through the Russian portal of public services (a medical certificate is not required).
